I got a 42" Hanspree TV a couple years ago. It has tons of inputs but the only output for sound is a
3.5 mm headphone jack. There is no HDMI out.

I've connected a set of 200W, 2.1 Logitech z623 speakers
(http://www.logitech.com/en-us/product/speaker-system-z623) to the headphone jack but they just
aren't loud enough. The speaker volume is at 100% and I still have to turn the TV volume to 100%, on
some channels, to even approach normal listening volume.

Does anyone know how to get, at least, normal volume out of this thing??

The Logitech 'specs' tell us nothing about input levels. You have 2 different inputs, RCA or 3.5mm. Which are you using? It's entirely possible the 2 different connectors are in parallel and thus no difference between them but it is worth a try. If that doesn't help you're going to need some kind of intermediate amplifier to boost the level or use a different system. That may not be acceptable to you though for others it might be fine.

I'm using the earphone jack on an LG TV into an old Technics receiver and some JBL speakers. The volume on the receiver has to be fairly high but the noise isn't a problem and it works well.

this should work. I'd say something is not what it seems and that might
be the headphone out on the TV. Will it drive a pair of headphones? If
so, it should drive a pair of computer speakers easily.

If this is the case, then you'd need to add gain at a cost in noise.
There are 1/8"-1/8" headphone amps out there.

Yes, the the headphone out but volume is quite variable from channel to channel. Some channels
require 100% volume to get, barely, adequate listening levels. I do have an old 1/8", battery
powered, headphone that helps but I don't like using a battery powered amp.

I've checked around and haven't found anything like the old, component, stereo amps anywhere. Don't
they make a stand-alone amp anymore?

you sure it's not in some sort of surround mode?
